NRI ADMISSIONS
As per the notification of All India Council for Technical Education, New Delhi, India vide their Letter No. F. 37-3(ii) /Legal /AICTE, the following regulations are been made.
1. Short title and commencement
(i) These regulations may be called the All India Council for Technical Education Regulation 2000 for admission under Foreign Nationals / Persons of Indian Origin (PIOs) Category / Quota in AICTE approved Institutions.
(ii) These shall come into force on the date of publication in the Official Gazette.
2. Applicability
These regulations shall be applicable to the Foreign Nationals / Persons of Indian Origin (PIOs) as defined at sub-regulation(3) of this regulation for the purpose of admission to AICTE approved Institutions.
3. Definitions
(a) Persons of Indian Origin (PIO) :
Persons who are citizens of other countries (except Pakistan and Bangladesh) who at any time held an Indian Passport, or who or either of his parents or any of his grand parents was a citizen of Indian by virtue of the provisions of the Constitution of India or Sec 2(b) of Citizenship Act, 1995 (Act No. 57 of 1955).
(b) Foreign Nationals :
Citizens of all countries other than India, who are not of Indian origin as defined under PIO.
(c) Foreign Student :
Foreign Student in this context shall be defined as the student who possesses a foreign passport.
(d) Non-Resident Indian (NRI) (as per Income Tax Act, 1961) :
As per Income Tax Act, 1961 an individual is Non-Resident for income tax purpose, when he is "not a resident" or who is "not ordinarily resident". A person is treated as "not ordinarily resident" when any of the following conditions is satisfied :
A person, who is Non-Resident in India or Not Ordinarily Resident, is taxed in India only for his income in India. He is not taxed in India for income abroad.
4. Admissions
(a) Foreign Nationals / PIOs :
Under these Regulations fifteen percent (15%) seats in all the institutions / University Departments approved by AICTE offering technical courses leading to Diploma, Degree and Post-Graduate Degree in Engineering & Technology, Architecture & Town Planning, Pharmacy, Applied Arts, MBA & MCA, Hotel Management & Catering Technology, shall be allowed on supernumerary basis from amongst Foreign Nationals / Persons of Indian Origin (PIOs) over and above the approved intake. This is subject to the availability of adequate infrastructural facilities in the respective institutions. These supernumerary seats shall be exclusively meant for the foreign students in the diploma, under-graduate and post-graduate courses with a rider that under no circumstances a seat remained unfilled shall be allocated to any one other than a foreign student/PIO. Foreign_Nationals/Persons of Indian Origin (PIOs) admitted in an AICTE approved institutions through Indian Council for Cultural Relations (ICCR) or as Govt. of India nominee shall be included within this 15% Ceiling.
The existing provision for admission upto five percent (5%) of the sanctioned intake under "NRI" (Non-Resident Indian) quota in AICTE approved private unaided Institutions would be extended to all Institutions / University Departments approved by AICTE. The expression "Non-Resident" has the same meaning as assigned to it under the Income Tax Act, 1961.
(b) The admissions under all these categories shall be made on merit amongst the applicants.
5. Fees :
The concerned State Government shall lay down tuition and other fess for candidates to be admitted under NRI / Foreign National / Persons of Indian Origin (PIOs) Category / Quota.
a. Minimum Percentage : 35%
b. Qualifying Exam :
Pre-University examination (Science) conducted by the Karnataka State Pre-University Board or 10+2 of the Central Board of Secondary Education (C.B.S.E.) or any other examination recognized equivalent thereto
c. Subjects of Study :
Compulsory Subjects :
Optional Subjects (Any one):
d. Academic Eligibility :
The candidate has passed the second year Pre-University or XII standard or equivalent examination with Physics, Mathematics as compulsory subjects along with one of the following subjects : Chemistry / Bio-Technology / Computer Science / Electronics / Information Science / Biology.
2. B.Arch. (Bachelor of Architecture)
a. Admission for the first year of the course shall be open to the students who have passed the two year Pre-University examination conducted by the Karnataka State Pre-University Board with English and Mathematics as subjects of study.
10+2 of the Central Board of Secondary Education (C.B.S.E.) with English and Mathematics as subjects of study.
OR
Those who have passed any other examination recognized by the University as equivalent there to.
b. The candidates shall have secured a minimum of 50% of marks in the aggregate of second year Pre-University examination, or at the end of 12 year public examination.
c. The three year Diploma Holders in Civil and Architecture branch of Engineering awarded by the Board of Technical Education, Government of Karnataka, or any other Diploma qualification considered equivalent there to by this University, who have secured not less than 50% of the total maximum marks in the final examination of the Diploma course are eligible for admission to the first year of B.Arch. course. However, there shall not be any exemption of any subject at the B.Arch. degree course.
d. The candidates belonging to Scheduled Castes and Scheduled Tribes and any other groups classified by the Government of Karnataka for such purpose from time to time shall be considered eligible for admission, if they have passed the qualifying examination giving eligibility for B.Arch. admission with 10% less marks i.e., 40% of marks. However, the candidates shall take qualifying examination like aptitude test.
3. M.C.A. (Master in Computer Applications)
Admission is open to Master of Computer Applications Course for all the candidates who have passed a Bachelor Degree of minimum 3 years duration.
The candidates shall have passed the Bachelor degree examinations with not less than 50% of marks in the aggregate of all the years of degree examinations. However, in the case of candidates from Karnataka belonging to SC / ST / Cat I and any other group classified by Government of Karnataka for such purpose from time to time, the above aggregate percentage shall not be less than 45%. However he / she shall have studied & passed Mathematics OR Business Mathematics OR Statistics OR Business Statistics OR Mathematics & Statistics OR Computer Programming OR Computer Science OR Computer Applications as one of the optional or electives at degree level.
Provided further that in respect of candidate who has studied and passed one of the subjects specified above in the Pre-University Course with 50% of marks in that subject shall also be considered for admission. However in the case of candidates belonging to SC / ST and Cat-I, 45% of marks in that subject shall be considered for Admission.
Not only a candidate who has passed the qualifying examination (Q.E.) with requisite marks but also a student who has appeared for the Q.E. and who is expecting the results is also eligible to apply for the Common Entrance Test.
